Jose Gonzalez
Jose Gonzalez has served in ministry since being ordained in 1990 in Wilmington, California. He is the founder of the First Responders Prayer Breakfast and has organized major Hispanic Christian events across Arizona. He previously served as Senior Pastor of Nuevo Nacimiento Baptist Church and worked with the Luis Palau Evangelistic Association coordinating church outreach. Jose is also the author of two books and currently serves as a full-time chaplain with Hospice Promise.
Dennis Adams
Dennis Adams has served in pastoral ministry for over 50 years, including as the founding pastor of The Church at Arrowhead in Glendale. His leadership has included church planting, revitalization, and community outreach, as well as serving as president of the Arizona Southern Baptist Convention. He currently supports pastors through Pastor’s Support Network and has held key roles with several ministry organizations. Dennis has been involved with the First Responders Prayer Breakfast for 11 years and has supported Pastor Jose Gonzalez for over two decades. He and his wife, Cinda, have two sons who serve as first responders.
Robert J. Hill
Robert J. Hill is a 36-year veteran of the Phoenix Fire Department, currently serving as a Captain/Paramedic on Battalion 19 at Phoenix Sky Harbor International Airport. He began his career in 1989 and has advanced through multiple ranks while maintaining a strong commitment to mentorship and service. In 1998, he helped restart the Phoenix chapter of Firefighters for Christ and remains active in encouraging others in their faith. Robert also supports the First Responders Prayer Breakfast and joined the First Responders Ministry board in 2026. He and his wife of 41 years have two children and one granddaughter.
Jeff Judy
With a lifelong commitment to service and a strong work ethic, he has built a career spanning both for-profit and nonprofit sectors, including over 20 years in the mortgage industry. He has served on nonprofit boards, supported numerous community organizations, and is an ordained Fire Chaplain. After relocating from Snohomish, Washington to Verrado, Arizona in 2022, he remains actively involved in his community. He is the father of eight children—four biological and four adopted—and enjoys participating in church, school, and community activities.
Cleo Lewis
Rev. Cleo Lewis is an Associate Pastor at City Phoenix, where he leads outreach to first responders, veterans, individuals in reentry programs, and the homeless community. A U.S. Air Force veteran and former first responder, Cleo brings powerful life experience, including overcoming past incarceration and homelessness. He founded Cleo N. Lewis Ministries and serves on multiple boards and advisory committees across Phoenix. He and his wife, Cherie, have six children and are active as kinship foster parents within their large extended family.
John-Paul Reiger
John-Paul Reiger is Vice President and Relationship Manager for National Christian Foundation Southwest, with over 25 years of experience across ministry, nonprofit leadership, education, and financial services. His time with Young Life helped shape his passion for encouraging generosity and helping others maximize their impact. He holds degrees from Grand Canyon University and Embry-Riddle Aeronautical University. John-Paul and his wife have four children and enjoy supporting them in their many activities.
Kevin Youngblood
Kevin Youngblood is the CEO of Music Serving the Word and has served as Chairman of the Board for First Responders Ministry for five years, as well as MC of the Law Enforcement Prayer Breakfast for seven years. A U.S. Marine veteran of Desert Storm, he earned eight medals for his service. Kevin founded Odysseyware in 2001 and sold it in 2016. He and his wife, Margie, have been married for over 40 years and have three children and four grandchildren. He also serves as an Elder at Church on Mill in Tempe.
Jim Welter
Jim began his career in public accounting before transitioning into healthcare leadership. In the second half of his life, he has focused on serving vulnerable populations through nonprofit leadership, including roles with United Way and a faith-based homeless ministry. He founded IMPACT Phoenix in 2015 to help individuals achieve self-sufficiency. Jim and his wife, Mary, have four children and six grandchildren, and he is passionate about discipleship, service, and community impact.
